What does a leach field do, and why does it fail?
The leach field, also called a drainfield, is the network of trenches or beds where liquid from the septic tank soaks into the soil for final treatment. It fails when the soil can no longer absorb that water, usually because solids have clogged it, groundwater has risen into it, or the field was too small.
Solids reach the field when a tank goes too long without pumping, so maintenance history matters. Heavy water use, roots, crushed pipes and vehicles driving over the field can also cause damage. The result looks the same from the surface: soggy ground, odors, lush grass over the trenches and slow drains inside the house.
Does a new leach field need a RIDEM permit?
Yes, in almost every case. Rebuilding a leach field is work on the septic system itself, which RIDEM permits under its septic rules. A designer holding a RIDEM license prepares the plan and files it, and RIDEM's septic program lists typical review times of 1 to 2 weeks for repair applications.
Once RIDEM approves the plan, a RIDEM-licensed installer builds the new field, RIDEM inspects the work during installation, and the Certificate of Conformance goes to the town. Groundwater and soil in South County
Groundwater sets the design. A new field has to sit far enough above the seasonal high water table for the soil to treat the water, and in many parts of South County the water table is shallow. That is why the soil evaluation, not the digging, is usually the step that sets the schedule.
Wet-season water table observations under the state rules are made between January 1 and April 1. Westerly's facilities plan notes that small Misquamicut lots with high groundwater would need mounded systems or raised sand beds. North Kingstown's wastewater plan found shallow water tables, small lots and higher failure rates in coastal villages such as Wickford.

Leach fields near the salt ponds and Narrow River
Inside the Salt Pond and Narrow River Critical Resource Areas, a leach field replacement usually means adding nitrogen-reducing treatment. The state rules require it for repairs as well as new systems and alterations, and the limited exception they describe covers only repairs that replace the septic tank alone.
The same rules require, under certain soil conditions, that the bottom of the leach field stone sit at least 4 feet above the seasonal high groundwater table. What does leach field replacement cost?
Cost depends mostly on the size of the field, the soils and whether the lot needs a raised or advanced design. EPA puts the national cost of fixing a malfunctioning conventional system at $5,000 to $15,000. A site visit is the only way to get a real number for your property.
If the whole system needs to go, RIDEM's published ranges put a conventional replacement at about $10,000 to $15,000 and an advanced system at $23,000 to $32,000; those figures are undated. The Community Septic System Loan Program covers repairs of failing systems at 1% a year plus a $300 fee, up to 10 years, with most towns capping loans at $25,000. Exeter is not listed. Keeping the new field working
A new leach field lasts longer when the tank in front of it is kept clean. EPA recommends inspecting a household system at least every three years, and its maintenance guidance puts routine service at every three to five years, at a typical cost of $250 to $500.
Several towns set their own schedules, and South Kingstown, North Kingstown, Charlestown and Block Island all require regular inspections. Keep cars and heavy equipment off the field, and send roof water away from it. Finding the right people for the job
A leach field job involves a designer, who evaluates the soil and prepares the plan, and an installer, who builds it. RIDEM licenses both, and URI's professional registries let you check a name before you sign. Ask the designer how the plan handles groundwater and, near the shore, the nitrogen rules.

Leach field questions
How do I know if my leach field has failed?
Common signs include wet or spongy ground over the field, sewage odors outside, unusually green grass along the trenches, and slow drains or backups indoors. An inspection, often with the tank pumped first, can tell you whether the problem is the field or something simpler like a blocked pipe.
Can a failed leach field be fixed without replacing it?
Sometimes the cause is a blocked distribution box or broken pipe, which can be repaired. If the soil itself is clogged or the field sits in groundwater, a new field is usually needed. An inspection tells you which case you are in before you commit to a full rebuild.
Can I put the new leach field in the same spot?
It depends on the soils, the groundwater and the setbacks from wells, wetlands and property lines. The designer's soil evaluation decides where the new field can go and how high it must sit. On small lots, raised or mounded designs are sometimes the only option.
