Who can design a septic system in Rhode Island
Only a person holding a valid RIDEM license may prepare septic plans or applications for the state, under § 6.9 of the OWTS rules. Designers are licensed by class, and the class limits the size and type of system they can design. Soil evaluators hold a separate Class IV license.
In practice, a Class I designer covers repairs to a home within the 900-gallon-per-day limit, while a larger home, a new building lot or a commercial property may call for a Class II or III designer. Whatever the class, the installer later builds to the plan RIDEM approves.

What a soil evaluation tells the designer
A soil evaluation digs test holes on your lot to describe the soil layers and find the seasonal high groundwater table. Those two findings decide where the drainfield can go, how big it must be, and how high it has to sit. Without them, a designer cannot size a system that RIDEM will approve.
The groundwater depth matters most in South County, where many lots near the coast are small and wet. Westerly's wastewater facilities plan notes that mounded systems and raised sand beds would be needed on small Misquamicut lots with a high water table. Inland, Exeter's 2009 comprehensive plan maps soils with a seasonal high water table between 18 and 36 inches as a building constraint.
Why wet-season testing runs January 1 to April 1
Groundwater sits highest in late winter and early spring, so RIDEM's rules set a wet-season window for groundwater observations from January 1 through April 1 (§ 6.16 of the OWTS rules). When a site needs these readings, the timing of the whole project can hinge on that window.

Nitrogen rules in the Salt Pond and Narrow River areas
If your lot drains to the salt ponds of Westerly, Charlestown, South Kingstown or Narragansett, or to the Narrow River, the design must use nitrogen-reducing technology. RIDEM's rules require it for new construction, alterations and repairs in these critical resource areas, with limited exceptions for tank-only repairs.
The OWTS rules define nitrogen-reducing technology as treatment that cuts total nitrogen by at least 50 percent, with effluent at or below 19 mg/l. Under certain soil conditions, the bottom of the drainfield stone must also sit at least 4 feet above the seasonal high water table. CRMC applies the same advanced treatment requirement to any repair or replacement in these areas.

How a design moves through RIDEM
RIDEM handles septic permits in three stages: site suitability, design review, and installation inspections. According to the RIDEM OWTS page, repair applications typically take 1 to 2 weeks to review, and new building construction or alteration applications about 3 weeks. Complete applications move fastest.
South Kingstown's repair and replacement procedure shows the usual order: hire a licensed designer, get the RIDEM permit, add a CRMC approval if the site requires one, hire a licensed installer, and submit RIDEM's Certificate of Conformance to the town. Keep a copy of every approval with your house records.
What design decisions mean for your budget
The soil test and design largely set the price of the finished system. RIDEM's published ranges are roughly $10,000 to $15,000 to replace a cesspool with a conventional system, and $23,000 to $32,000 for an advanced nitrogen-reducing system (RIDEM). Actual quotes depend on the site.
High groundwater on a small lot can call for a raised or mounded system, as Westerly's plan notes for Misquamicut, and a salt pond address adds nitrogen treatment. Most South County towns take part in the Community Septic System Loan Program, which RIIB's SFY2026 plan prices at 1 percent a year on the balance plus a $300 origination fee, for up to 10 years. How designers and installers split the work
The designer and the installer hold different state licenses and do different jobs. The designer evaluates the site, draws the plan and gets RIDEM approval; the installer, licensed under § 6.14, builds the system to that plan. Both licenses can be checked before you hire.
